本规划依据《安全生产“十三五”规划》和《国家电子政务总体方案》的建设目标和内容,并按照《中共中央国务院关于推进安全生产领域改革发展的意见》确定的指导方针编制。在总结分析全国安全生产信息化建设现状与形势的基础上,提出了“十三五”时期安全生产信息化工作的指导思想、目标、主要任务和重点工程,旨在实现安全生产领域信息资源的深度开发利用和共享,为实现精准执法、有的放矢“双随机”监管监察、提升防控预警和应急处置能力、强化企业落实安全生产主体责任、提升安全生产综合治理能力提供信息技术支撑和保障。本规划是《安全生产“十三五”规划》配套的专项规划,是“十三五”时期我国安全生产信息化工作的指导性文件,是各级安全监管监察机构和企业开展信息化建设和应用的重要依据。
